I am in the middle of changing my chain and sprockets on my Suzuki Bandit 600

The front sprocket that I have been supplied is different from the one that's on there.

The original sprocket has a rubbery ring stuck on either side of it whereas the new one is plain metal.

The metal parts of both look identical. Is this right? I suspect it is just cheaper to make the part out of metal and omit the rubber part.

As I said the metal parts are identical, just the rubber part on each side. Is it just to dampen any vibration/noise?

like the cush rubbers on the back wheel inside the wheel, the rubber dampens vibration and stops the "thunk" that we get with older bikes with solid sprockets..
