Brake Shoes

Finally got round to removing my heavily oxidised rear wheel and cleaned it up but in taking off the rear brake drum the pads aren't attached to the shoes, they look in good condition and fit perfectly but just aren't stuck to the shoes in any way.

I'm not too familiar with drum brakes is this normal? do I need new shoes/pads?

they are knackered replacing is the only fix for them the solvent used to stick the pad to the metal back plate has given up if you keep using it like that it can result in wearing the brake drum out or even locking up the rear wheel if the pad material jumps up over the other one
