I did have a browse through gov.uk but couldn't really find anything useful in regards to fees for not SORN a vehicle.

Hi, I'm new here, long story short, I have been offered one of my dad's old bikes when I go for my full bike license. The problem is, he's lost the logbook and it hasn't been taxed since 1999 (it wasn't SORN) it's been in the shed for 20 years. He's owned the bike since I was around 18 months old (I'm now 30). My question is, will there be a charge for never declaring a SORN? or will it be as straightforward as applying for a new V5 and declaring SORN as of now. It's still going to be off the road while it's being restored. Thanks for your time.
