If your waiting till your 21 to get your full license i'm presuming you mean riding on a CBT??? If thats the case then you can't go on the motorway or take pillions!

if you are talking about taking your test on a 125 and then restricting a bigger bike for two years, yes you can... to both.

Restricted, yes on both counts, since a restricted licence is i every other respect a full licence, you're just limited on power for 2 years.

Check your insurance for pillion though, not all of them include pillion cover as standard.
