In Spain you are fined if you have an economic sanction and loss of points on your driver's license.

if the driver is from another country no deduction of points,

only providing a copy of driver's license

The motorcycle owner should pay the sanction but without deduction of points.

What is your opinion?

Do You would help a foreign motorist?

I'm not sure that I understand your question.

I think that technically points can be transferred between

EU states but in practice it doesn't happen.

We do have a system here where we get fined and points,

new riders/drivers can even lose their licence if they get

too many points in the first 2 years!

We also need to do something about your horrendously long

I'm fairly sure he wants people to take the blame for speeding in Spain, provide him a copy of their licence, he pays fine but avoids the points.
