Yamaha TZR-50 won't reach 5000 RPM in first?

As a few of you are aware I'm restoring a Yamaha TZR-50.... Which is proving to be a MASSIVE pain in the ass....


However after my last problem with the starter (which I have fixed) I have now found out that the bike WILL NOT reach 5000RPM in first gear...meaning it's pretty much useless...



I've cleaned the carb, checked the fuel line... done whatever I can... I was just curious if the chain would have an effect on it?
