There were two adults in that car. Two 24yr old men. What do you think they were doing?

Not acting as the only adults in the car - thats for sure.

I would feel a little less charitable towards the 15yr old driver had he taken out some innocent bystander.. but as it happens it was a stolen car being driven under the supervision of two adult men. Thrown from the car, so it seems reasonable that none of them were wearing the seat belts..

Is there any suggestion that anyone in that car was an unwilling participant?

Doesn't seems so as that would be a big deal in the news article.
