Yamaha FZS 600 rj021 lowering power from 70 to 35 kW

Hi there, I own a Yamaha FZS600 production year 1999. I live in Switzerland and to get my A license I need to start with under 35kW. Does anybody know is it possible to lower the power of my motorcycle to 35kW or lower (my motorcycle is RJ021 type)?
