Looked very new, no scratches to it what so ever. so looks like but a circlip, most circlip hole surround holes are teared shaped unless it has to hold a shaft, has a single lug/lip on the inside for location to a grooved section below to make sure its inside and in place to something below. Is an internal spring , all those teeth on the out side isn’t needed for a normal circlip, it has something on the outside (outer section) that slots/grasps onto it. its inner section is curved inwards the same as the lug so a washer or packing it sits over it holding something in place. Im first three things that came to mind was brake master cylinder to hold the pin, exhaust baffle retainer Or something to do with the clutch/ washer packing or the clutch rod. Without scale its difficult to see what? I’m less inclined to say the lights, not sure why you’d bother with the teethed on the outside and who the hell is going to have a circlip tool just to change a blub by the side of a road? you’d want no tools to do that and they use a thread or over the top spring to hold. It’s painted /anodised so no point doing that if is going inside an engine or within lubed parts so its definitely outside in the elements bit has r touch of rust or corrosion from contact. what id do is look about the whole bike with the fairings off, poke and give things a gentle encouragement to see what gives or would fit to it. you might be lucky and it is a rogue part that fell in there from the last owner, jammed the clutch mechanism and you dislodged it when you took the fairing off.
