tightened with a torque wrench is better as over tightened bolts can shear off you wouldnt want that as you were riding down the road

 

you would be doing well to over tighten 100n/m lol

easy to tighten upto 100n/m with a standard 1/2" ratchet thats without a stamp of a foot on it to help it along
