White Stains in frame and other parts (Some kind of rust?)

Hi,

So my Honda CBF600 had to sit outside without a cover for a while and it has developed some white stains in the frame and other metallic areas. See the frame in the picture:

 

 

These white stains are in other parts that are made of the same metal, which I don't know what it is made of.

I've tried cleaning it with mild soap and also with vinegar, but it doesn't want to go.

Any ideas?
