fazer 600 high revs,bad tickover

a friend of mine has a fazer 600,when he starts the bike the tickover is very uneven,but if he rides the bike and changes gear the bike revs up on its own,

so any of you have any idea what we should be looking for to try and sort this problem out,it only started happening last week

Are the throttle cables moving freely?.......also check for air leaks around the inlet stubs......
