Motorbike headlights wont turn on until I ride

I turn the motorbike on to drive home from work.

These two small lights (size of my finger tip) turn on but the big headlight nor the beam light come on. The headlight should always be on.

Ill then ride the bike for 10minutes then switch bike off and on again and the headlight works including the beam.

Any ideas what the issue is please?
