Vintage bike identification

It looks like Chaise were only an engine manufacturer, somebody may have restored the bike and looked at the engine block for the bike manufacturer. They were active 1921-39 it seems. Looking at photos it maybe a Dollar, but it’s just a guess

It only has Chaise engine, badge on the tank is restoration bodge job. Chaise engines were used in different bikes Dollar, Ronyx, Utilia, Soyer. Was hoping someone would know.

It has reg below, does anyone know what country that is? Would think France, not sure thought.
