Once the plating has lifted there's no way to get it looking the same. Maybe get it as clean and shiny as you can the get some clear coat over the top to preserve it

I'd flush it through, it's not sat long enough to cause a major catastrophe. Then some Fresh oil and job jobbed I'd say

Where did you spot the rust? If the engine has been in a damp environment then moisture is bound to have got in
