I have a Husqvarna 450 that supposedly has been restricted down for my A2 licence.
i was wondering if I can change it on dvla or even do I need to adjust it on dvla for the police to not notice

You do not need to tell DVLA the bike is restricted, and really, unless you get caught doing stupid speeds or the bike is not legal to be on the road the police generally won't bother you, however, if you crash/cause an RTC and it can be proven high speed was the main factor your insurance could be voided.

Depending on how the bike is restricted can also help, as if the restriction has been done by the dealer via restrictors in the inlets there should be a certificate issued. My cb500r was restricted via washers in the carb inlets and I had a certificate stating the outcome, 33bhp at rear wheel, iirc

Driving otherwise in accordance to licence if it's not restricted ...and as above your insurance may be compromised ...

Both carry a potential 9 -12 points penalty so bye bye new licence
