It doesn't work like that for the Motors section of ebay though, all you're doing is registering your interest in the vehicle. So if we see a scam in Motors we can wind up the seller without obligation. Quote

So if we see a scam in Motors we can wind up the seller without obligation. You can but if the seller reports you then you get your account locked. Do it many times and you will get banned. Quote
