Back in early 90's on a sunny country, on what has been considered the largest gathering for bikers safety purposes ever in that country. Bikers from MC's (and many not affiliated) got together with the collaboration of the ACP (equivalent to RAC in that country) and relevant Councils, started putting old car tyres around the metal posts on the normal crash barriers. 2 years later the government, recognising the benefits and following a study by the relevant authorities and insurance companies, decided to ask bikers to stop this and instead fitted flat barriers underneath the traditional barriers. An example of this can be seen in the picture below. Years later, a French company started manufacturing the ones in this pic, however the experiment was abandoned as several of these units were vandalized because they were made of extruded polyurethane. Nowadays, is very common to see the flat metal barriers fitted at medium and higher risk spots with most newer roads to have them fitted during construction.
