You should be able to upgrade to an A licence after two years. Riding a bigger bike with a days training with an instructor. Providing you reach a standard he feels is acceptable. The two years, then retake the CBT isn't working. After two years you don't forget how to ride. The government need to address why people are not doing the full test. Financial resources perhaps?
