You are not "Abandoning a vehicle in a dangerous place", you are following the advice given by both the police and the Highway Code - get out of the vehicle and get behind the crash barrier. If someone else ignores the Road Traffic Act and drives onto the hard shoulder or falls asleep behind the wheel because they are driving when they shouldn't be then it's their problem, not yours.

AA and RAC vehicles are lit like Christmas trees when they are parked on the hard shoulder, yet try asking them how many of their vehicles have been hit and drivers killed over the years and the answer will shock you. Statistically the hard shoulder is the most dangerous part of the motorway, there are more fatalities there than on any of the driving lanes.
