I want to keep price down and got a property purchase on the horizon so don't want to borrow or PCP. I'm not really looking for bike suggestions but I'm wondering if buying a Euro 3 bike is a bad idea. Given we now have Euro 5 do ye think that the rules for bikes in central London will change to being Euro 4 as a minimum for avoiding the congestion charges? Basically I don't want to buy a bike, then the rules change and I'm stuck with a bike I can't sell when the time comes to upgrade again.
