Hello and welcome. Even if it was the restrictor would probably mean the bike wasn't getting enough fuel to work. And if it did work you may get up to about 10 mph as they're bloody heavy bikes. Get a zippy 125 you'll have a lot more fun on a lightweight bike designed to maximise the power than strangling a big heavy bike.
