I'm biased on bikes. For me honda all the way Most here will, rightly so, tell you to stay away from Chinese bikes. They are cheap but you will spend loads of time fixing it.
I would say for you to guest start looking into insurance as it will be the most expensive item for a rookie.
Then after you know the correct funds you're left left with. You can start looking for a decent second hand bike.
Keep in mind that you will drop it and fall over a few times. It's part of the learning process, so don't buy anything you will spend too much repairing and that when you decide to upgrade for something better will leave you with little exchange value.
