middle is for cold starting in warmer weather once its run for a minute or 2 it should always be pushed down to the bottom you will find it will now run better and get more mpg out of it

spray the ht lead and where it screws into the spark plug cap with wd40 as a starting point chances are the problem will be where the ht lead screws into plug cap
