  14. I would look into the map data, if it uses an image its a doddle to swap, failing that there are sites that will give you specific updates for a small fee.

  21. I was going through old electronics and came upon an old garmin sat nav, no doubt once cutting edge, along time ago. Hmmm not weather proof but it was destination recycle so not much to loose, took a while on usb for internal battery to charge, but then it sprang into life, very slow spring. Maps 10yrs out of date, a quick Google revealed maps are stored as an image, one open source image dl, a quick rename, swapped over to sat nav and bingo, up to date map. Speed cameras were similar, dl points of interest file, dl garmin poi file builder, connect to sat nav, point to folder and wouldn't you know it that worked too. Now I know it's not ideal but if I can work out a cheap way to locate it for the odd time it's needed it's not cost anything.
